Kingdom Builder: Capitol, a promotional item from Queen Games for Spiel 2011, consists of two capitol building tiles and rules. If the game board sections with the harbor or oracle are in play, place a capitol building on one of the castles in that section. (If both are in play, you may use both capitols.) At the end of the game, you earn 1 gold for each of your settlements built within two hexes of a capitol.
